Congressman Rich McCormick Introduces Medical Professional Access Act

November 20, 2025

WASHINGTON - Congressman Rich McCormick (GA-07) has introduced the Medical Professional Access Act, legislation designed to ensure fast, effective medical response during federally declared emergencies. The bill clarifies federal authority and expands license portability for health care professionals contracted by the federal government, allowing them to provide care across state lines without delay.

During disasters, the rapid deployment of medical personnel is essential. However, state-by-state licensure can slow down critical aid. This bill leverages the Constitution's Supremacy Clause to prevent state restrictions from interfering with federally contracted medical professionals. Under the legislation, providers licensed under federal or state law may deliver services anywhere in the U.S., its territories, or D.C. when responding to a federally declared emergency or public health crisis.

Key benefits include:
1.    Improved Public Safety: Ensures qualified physicians can practice across state lines, preventing delays that jeopardize patient care.
2.    Protecting Local Health Systems: Allows the federal government to bring in out-of-state medical professionals, reducing strain on local hospitals and preventing staffing shortages during disasters.

"As a physician and a Marine and Navy veteran who has served in combat zones, I understand the critical importance of rapid and effective medical response during emergencies,"said Congressman McCormick. "This commonsense bill will save lives by allowing top medical professionals to provide care wherever it's needed most."

Congressman McCormick urges his colleagues to support this vital legislation and strengthen America's emergency response capacity.
